Democrats Threaten to Break Quorum to Combat Redistricting

The Texas House convenes this week for a contentious special session, and Democrats are prepared to protest over redistricting. Texas Democrats are threatening to break quorum to block a redistricting proposal they argue is a blatant power grab.

The Texas House Democrat Caucus launched a new website, StopTheTexasSteal.com, claiming that Republicans are using the tragedy of recent floods to “exploit tragedy to silence Texas voters.” Central to their protest is a redistricting measure on Governor Greg Abbott’s (R) agenda. The hot button issue is one critics argue is aimed at boosting Republican congressional seats in response to calls from President Donald Trump (R).

“We’re preparing our members to use every tool available – including breaking quorum if necessary – to force Abbott to focus on flood relief instead of Trump’s power grab,” the Democrats' statement reads.

Breaking quorum would require at least 50 of the 62 House Democrats to flee the Capitol, denying the chamber its two-thirds attendance requirement.

It’s a move reminiscent of 2021, when Democrats fled to Washington, D.C., to block Republican-backed election bills.

National Democrats are amplifying the issue in an effort to push back against President Trump and Republicans.

U.S. House Minority Leader Hakeem Jeffries (D) accused Texas Republicans of trying to “rig the Texas congressional map.” Meanwhile, State Rep. Ron Reynolds (D), chair of the Texas Legislative Black Caucus, echoed past civil disobedience in an op-ed, declaring, “I am ready, willing, and able to get into good trouble when justice is on the line.”

The redistricting proposal arrives just as communities in the Hill Country are still recovering from devastating floods.

Democrats argue the special session’s focus should be solely on disaster relief.

Despite criticism, others are seeing a silver lining, noting that Democrats could end up winning in the end.

Rep. Vicente Gonzales (D) recently commented that redistricting could force Democrat voters into Republican districts, which could make the races more competitive.

"Get ready for some pickup opportunities," he said. "We're talking to some veterans, we're talking to some former law enforcement."

Rep. Greg Casar (D), the chair of the Progressive Caucus, echoed Rep. Gonzales' remarks in a press conference held this week, adding that "if Greg Abbott lets Trump take over Texas, we cannot let him do it without a cost, and so we are recruiting candidates -- candidates of conscience -- all over Texas, making sure they are well funded so that if any of these Republicans decide to stand up for Donald Trump instead of their own constituents... they should expect a well funded challenge in every single corner of the state of Texas."
