New Poll Shows Cornyn with Lead Over Generic Democrat in General Election — Position on Premium Tax Credits Could Shake up the Race

New polling finds Senator John Cornyn (R) currently leads a generic Democrat by 7 points with 2026 general election Texas voters — but would trail a generic Democrat on the 2026 ballot if he opposed extending federal healthcare premium tax credits that are set to expire at year’s end, a key discussion in Congressional shutdown talks.

A new poll from the conservative firm Cygnal warns Senator Cornyn could be on shaky ground, but also shows that extending federal healthcare premium tax credits that are set to expire at year’s end could flip that narrative.

The data show broad support among Texans for the policy and potential serious electoral consequences for opposing it. Brent Buchanan, Cyngal President and Founder, wrote in the memo, “Opposing the extension is politically precarious: Cornyn trails a generic Democrat by 10 points (34-44) if he votes against the extension.”

The memo for Plymouth Union Public Advocacy, titled “Extending the Healthcare Premium Tax Credits Is a Winning Opportunity for Cornyn,” draws on fresh polling data and voter sentiment. It shows that nearly seven in ten Texans support continuing premium credits for the uninsured, including strong majorities across party lines.

The healthcare tax credits are a key element in the current government shutdown, where Republican majorities thus far have refused to include the measure in any budget resolution.

According to the memo, 67 percent of Texas voters back premium tax credits for self-insured individuals, with significant support from Republicans, 61 percent supporting the measure.

Polling suggests Cornyn would trail a generic Democratic candidate by 10 points (34–44) if he opposes the extension. But if he supports it, his margin rockets up: 46 percent to 33 percent.

Cygnal’s poll follows previous data from President Trump’s pollster, Tony Fabrizio, urging Republicans to extend the tax credits.

“Republicans can position themselves ahead of Democrats in these districts by extending the premium tax credit and using the individual market as a landing spot for working-age adults on Medicaid,” Fabrizio writes.

Buchanan concluded by saying, “Extending the healthcare premium tax credits offers Senator Cornyn a strong opportunity to reinforce his standing with voters across the political spectrum. The data shows broad support for the policy and clear electoral upside.”

Still, Cornyn has not clearly committed. Advocates argue he needs to do more than express cautious support. The memo urges him to embrace the extension boldly, tying it to broader messaging about Republican leadership on healthcare relief.

As the election draws closer and legislators in Washington negotiate terms, Cornyn’s decision looms large. Will he stake his reelectability on continuing what many see as essential relief, or will he gamble on standing firm and risk alienating moderate and rural voters? This poll is clear: backing the credits is the path to strength; refusing them is a gamble against his own base.
