Donald Trump Announces $300 Billion U.S. Oil Refinery Planned for Texas

President Donald Trump announced a $300 Billion deal that allows America First Refining to build the first new oil refinery constructed in the United States in nearly 50 years, with the facility set to be located in Brownsville, Texas.

The refinery will be built within a large deep-water foreign trade zone near the Port of Brownsville and is expected to take advantage of existing rail lines and maritime shipping infrastructure to distribute fuel and other energy products.

President Trump announced the project on Truth Social, describing it as a major investment in American energy production.

"America is returning to REAL ENERGY DOMINANCE!" wrote President Trump. "THIS IS A HISTORIC $300 BILLION DOLLAR DEAL – THE BIGGEST IN U.S. HISTORY, A MASSIVE WIN for American Workers, Energy, and the GREAT People of South Texas!"

According to the company, the refinery will create thousands of construction jobs and permanent positions once operations begin, with wages expected to exceed local market averages. The project will also focus on producing low-carbon fuels and other refined energy products for both domestic use and export markets.

President Trump said the project includes investment from international partners, including India's largest privately held energy company, Reliance Industries.

America First Refining has also signed a binding 20-year offtake agreement with the global energy company to support long-term operations.

Trump credited the project to regulatory and economic policies aimed at expanding domestic energy development.

"It is because of our America First Agenda, streamlining permits, and lowering taxes that have attracted billions of dollars in deals coming back to our nation," said Trump.

He added that the new refinery is intended to strengthen U.S. energy production, support exports, and deliver economic growth to the South Texas region.

"A new refinery at the Port of Brownsville will fuel U.S. markets, strengthen our national security, boost American energy production, deliver billions of dollars in economic impact, and will be the cleanest refinery in the world," said Trump.

If completed as planned, the Brownsville refinery would mark the first newly constructed oil refinery in the United States in decades. Supporters say the project could significantly expand domestic refining capacity while bringing thousands of jobs and major economic investment to South Texas.

Construction is expected to begin in the second quarter of 2026.
