U.S. Representative Chip Roy (R) has introduced the Measures Against Marxism's Dangerous Adherents and Noxious Islamists (MAMDANI) Act of 2026, a far-reaching immigration proposal aimed at restricting entry and status for individuals tied to certain political and religious ideologies.
The legislation would allow for deportation, denial of entry, or revocation of citizenship for non-citizens affiliated with or advocating for socialism, communism, Marxism, or Islamic fundamentalism. It also specifically names organizations such as the Chinese Communist Party and other ideological groups as grounds for inadmissibility.
Rep. Roy framed the bill as a national security and economic measure, arguing current immigration policies have enabled the spread of "hostile ideologies."
"Why do we continue to import people who hate us?" said Roy. "Our immigration system has been cynically used to disadvantage American workers... and promote ideologies fundamentally opposed to American values."
The bill's name had also drawn attention for its apparent reference to Zohran Mamdani, the New York mayor known for his progressive views and Muslim identity. While Roy did not explicitly mention or confirm a connection to Mamdani, the bill's title signals a political critique of left-wing and Islamist ideologies.
Beyond ideological restrictions, the MAMDANI Act seeks to make structural changes to immigration law. The bill proposes closing what Roy describes as "loopholes," including chain migration and fraudulent asylum claims, while introducing new statutory definitions to guide enforcement.
Supporters say the legislation reinforces sovereignty and prioritizes national security.
Grant Newman of the Immigration Accountability Project backed the effort, stating, "Admission to the United States is a privilege, not a right... A sovereign nation must prioritize its own survival and the safety of its citizens."
The proposal is likely to face significant legal and political scrutiny, particularly over First Amendment concerns and longstanding protections against ideological exclusion in immigration law.
