The ‘Clown Show’ Congressional Stock Ban That Couldn’t Avoid a Voter-ID Fight

The House of Representatives voted 232 to 198 to restrict members of Congress from buying individual stocks, but Republicans attached voter-ID provisions to the bill, creating a partisan fight over what might otherwise have been a bipartisan ethics measure.

The Stop Insider Trading Act, originally introduced by Representative Chip Roy (R-TX) in 2025, would prohibit members of Congress and their families from purchasing individual publicly traded stocks while in office, while requiring public notice of stock sales and imposing penalties for violations. But this bill also contains measures to bolster election integrity and voter-ID efforts—making it more controversial among lawmakers.

The Not-So-Ban On Stock Trading

Although he said he doesn’t trade stock, Rep. Randy Weber (R-TX) said if the American people are against it, members of Congress should not be allowed to do it.

“We, as members and as staff too, you shouldn't take nothing from here that doesn't belong to you,” Rep. Weber said in an interview with Texas Politics. “You should not violate these rules.

Rep. Weber said Congress is also concerned about suspicious stock trades among current and former members, pointing to former House Speaker and Rep. Nancy Pelosi (D-CA) who gained an estimated $140 million in net worth while serving in Congress.

“In police work, they call that a clue,” Rep. Weber said.

Rep. Weber said he supports the bill in its entirety, including the election-related provisions added to the stock-trading legislation.

“The fact that we're going to pair those up doesn't bother me at all,” Rep. Weber said. “Again, they want Republicans, especially President Trump, to look bad.”

But Rep. Christian Menefee (D-TX) said appearance is exactly what Republicans had in mind when crafting this bill, which notably does not ban stock trading or insider trading; it only bans the purchase of stock.

“They put it in there because they know that we're not going to vote for a bill that has a voter suppression law in it,” Rep. Menefee told Texas Politics. “And so this is perfect for them because now they get to say they're against insider trading while they continue to insider trade.”

Rep. Menefee called the bill a “clown show,” arguing that members should not be trading stock regardless of whether there is a bill banning it or not.

“I just don't believe that we should be in a position to trade stocks because we have so much inside information,” he said, adding that the President, Vice President and cabinet members, who are excluded from the bill, should also be banned from stock trading.

Stock Ban Meets Ballot Battle

The trading bill would require Americans to show photo ID to vote in a federal election, a provision pulled directly from the Safeguard American Voter Eligibility (SAVE) America Act Republicans and President Donald Trump continue to push.

“Some of the most restrictive voter-ID requirements anywhere in the country would be from the federal government,” Rep. Menefee said.

This caveat in the bill also rubbed some Republicans, like Rep. Roy, the wrong way. He said he will continue to demand a “straight up-or-down” vote on stock trading this year.

"We should be having a straight up-or-down vote on the stock trading bill," Rep. Roy said on the House floor before the vote. "I think my friends that worked in good faith to do that deserve that on both sides of the aisle."
