Texas Lawmakers Introduce Bill to Create 168-Mile Coastal Recreation Area

Senator John Cornyn (R) and Representative Randy Weber (R) have introduced legislation to establish a 168-mile National Recreation Area along the Upper Texas Coast focused on conservation, recreation, and coastal resilience.

Bill Targets Upper Texas Coast

Sen. Cornyn and Rep. Weber have introduced the Lone Star Coastal National Recreation Area Act, which would establish a new 168-mile unit of the National Park System along the Upper Texas Coast.

The proposed recreation area would span portions of Jefferson, Chambers, Galveston, Brazoria, and Matagorda counties. The legislation would seek to expand recreational opportunities while supporting conservation, coastal resilience, and local economic activity.

The Upper Texas Coast contains major ports, navigation channels, energy facilities, and industrial infrastructure supporting the U.S. economy.

According to the lawmakers, the region produces 80% of the nation's military-grade fuel, 60% of its aviation fuel and 30% of its gasoline.

The legislation would also recognize the role of wetlands and other coastal systems in reducing flood risks while supporting wildlife, fisheries, and water quality.

Sen. John Cornyn: "The Texas Gulf Coast supports a thriving ecosystem, vital fisheries, and critical infrastructure that helps meet our nation's energy needs."

Local Control and Private Property

The bill would direct the Interior Department to administer the recreation area in coordination with Texas, local governments, private landowners, and other partners.

It would establish the Lone Star Coastal Partnership to develop and implement a management plan while preserving state and local authority over civil, criminal, regulatory, taxation, and fish-and-wildlife matters.

Weber said the legislation is intended to expand public access while protecting private property rights and maintaining local involvement.

The proposal has received support from regional business, conservation, and local government organizations, including:

  • Gulf Coast Protection District
  • Ducks Unlimited
  • Trust for Public Land
