Pat Fallon Moves to Put Trump’s Cyber Defense Plan Into Law

Representative Pat Fallon (R-TX) is pushing legislation to strengthen U.S. cyber defenses by codifying President Donald Trump’s executive order establishing the National Coordination Center (NCC).

The National Coordination Center and Commercial Cyber Capabilities Coordination Act would put President Trump’s Executive Order 14390 and National Security Presidential Memorandum 15 into law, both of which establish the NCC’s role in combating transnational criminal organizations and enable public-private partnerships to address cyber threats.

As chairman of the House Armed Services Subcommittee on Military Personnel and a member of its Subcommittee on Cyber, Information Technology and Innovation, Rep. Fallon continues to be a key voice in cybersecurity issues on Capitol Hill.

“I’m proud to introduce legislation to codify President Trump’s March 6, 2026, EO establishing the National Coordination Center (NCC),” Fallon said.

The NCC, a joint effort between the Department of Justice (DOJ) and the Department of Homeland Security (DHS), is intended to leverage law enforcement capabilities to combat cartels, foreign gangs and transnational criminal organizations.

This comes as cyberattacks and ransomware are becoming more sophisticated and frequent, while members of Congress grow increasingly concerned about how foreign adversaries could weaponize AI and other technologies.

“This bill would ensure that the NCC continues to aggressively go after cartels, foreign gangs and transnational criminal organizations using all available law enforcement capabilities,” Fallon said.

The legislation would also codify a recent White House memorandum establishing a program that enables private-sector companies to work with and on behalf of the U.S. government to proactively detect and address cyberattacks targeting American companies and critical infrastructure sectors.

“We must ensure that the NCC can leverage America’s private sector excellence and employ the latest technology to take out cyber adversaries as quickly as possible and significantly expand our cyber-digital defense industrial base,” Fallon said.
