Governor Greg Abbott (R) announced a new 10-year transportation plan totaling more than $146 billion, aimed at addressing the infrastructure demands of Texas’ rapidly growing population and economy.
Developed by the Texas Department of Transportation (TxDOT), the 2026 Unified Transportation Program (UTP) allocates $101.6 billion for projects focused on improving safety, easing congestion, and connecting communities. The remaining $45 billion will go toward project development and ongoing maintenance.
“This more than $146 billion investment in our roadways will help Texas meet the critical needs of our growing state,” said Abbott. “By investing billions of dollars in our transportation network today, we will build the future of Texas for generations to come.”
The UTP identifies key congestion points and prioritizes non-tolled projects, with nearly $84 billion already invested since 2015 through the Texas Clear Lanes initiative. Funding for these projects will increase by almost $2 billion in the new plan. An additional $17 billion is dedicated to roadway safety, while $669 million targets rural corridors and infrastructure in economic hubs.
“This monumental investment will help us take care of everyone here while attracting more to come,” said Acting Transportation Commissioner Alvin New.
TxDOT Executive Director Marc Williams emphasized the collaborative development of the plan, which included public input across the state. “Whether you live in a rural area or a big city, this plan benefits everyone,” he said.
The Texas Transportation Commission is expected to formally adopt the plan. Once approved, the UTP will serve as the state’s transportation roadmap, guiding improvements across roadways, rail, aviation, public transit, and more.
The UTP is updated annually and reflects Texas’ ongoing commitment to safe, efficient, and forward-looking infrastructure planning.
