Congressman Vicente Gonzalez (D) voted for a bipartisan housing package aimed at increasing housing supply, reducing regulatory delays, and lowering housing costs. The legislation includes a bill that Gonzalez co-led to streamline affordable housing construction on previously developed land.
Rep. Gonzalez voted in favor of the 21st Century ROAD to Housing Act, a sweeping housing affordability package designed to increase housing construction and reduce barriers that drive up costs for homebuyers.
Included in the legislation is the Rural Housing Regulatory Relief Act, a bill co-led by Gonzalez with a bipartisan group of lawmakers that seeks to accelerate affordable housing development in rural communities.
The package has cleared both chambers of Congress and now heads to President Trump for his signature.
The Rural Housing Regulatory Relief Act targets delays caused by duplicative federal environmental reviews on land that has already been developed and served by existing infrastructure.
Supporters argue that repeated reviews under the National Environmental Policy Act (NEPA) increase construction costs and slow housing development.
The legislation would streamline the approval process while maintaining environmental protections designed to identify containment, toxins, and other hazards.
Importantly, the bill only applies to previously developed land and excludes farmland, forests, and open space.

Gonzalez also pointed to labor shortages in the construction industry and rising housing costs as ongoing challenges facing South Texas communities.
The legislation builds on Gonzalez's previous housing initiatives, including the bipartisan MORE Opportunities for Homeownership Act, introduced earlier this year.
That proposal would expand eligibility for federally insured credit unions to access programs through the Federal Home Loan Bank System, to increase mortgage lending capacity, and expand homeownership opportunities.
