Michael McCaul Seeks to Expand U.S.-Ukraine Drone Partnership

Congressman Michael McCaul (R) has introduced bipartisan legislation to strengthen defense cooperation between the United States and Ukraine by creating a formal partnership focused on developing, producing, and acquiring advanced unmanned systems and counter-drone technology.

What does the bill do?

Rep. Michael McCaul, Chairman Emeritus of the House Foreign Affairs Committee, introduced the Strategic Unmanned Systems Partnership Act. The bill would establish a working group involving the U.S. Department of Defense, the Armed Forces of Ukraine, and other stakeholders to:

  • Co-develop advanced unmanned systems, including drones and surface vehicles.
  • Co-produce battlefield-tested technologies.
  • Accelerate procurement of cost-effective defense systems.
  • Improve counter-drone capabilities.
  • Strengthen the U.S. defense industrial base.

Companion legislation has also been introduced in the Senate by Sens. Jacky Rosen (D-NV) and Mike Rounds (R-SD).

What McCaul is saying

Rep. Michael McCaul: "Four years into the war that many predicted would end in four days, the Ukrainians continue to innovate and push the frontiers of modern warfare rapidly."

Rep. McCaul continued: "I'm proud to support this legislation to bolster defense cooperation between our nations and ensure the United States is prepared to build, deploy, and counter the drone technology that will define the future of warfare."

The legislation is co-led by:

  • Rep. Marcy Kaptur (D-OH)
  • Rep. Brian Fitzpatrick (R-PA)
  • Rep. Mick Quigley (D-IL)
  • Rep. Jim Costa (D-CA)
  • Rep. Don Bacon (R-NE)

Supporters say the partnership would strengthen both American and Ukrainian defense capabilities while helping ensure the United States remains at the forefront of military innovation.

As home to one of the nation's largest defense and aerospace industries, Texas could play a significant role if the partnership leads to expanded production of unmanned systems or defense technologies. McCaul said the legislation is intended to ensure the United States remains prepared for the evolving nature of modern warfare while strengthening cooperation with a key ally.
