Senator Nathan Johnson Files Bills to Combat Online Bot Deception

Texas State Senator Nathan Johnson (D) has filed two significant bills aimed at addressing the growing problem of online deception and fraud caused by automated social media accounts, also known as “bots.”

Senator Johnson expressed deep concern over the unethical use of bots, which he believes poses a serious threat to commerce, culture, public safety, and democracy.

"The unethical and malevolent use of bots poses a menacing threat to commerce, culture, personal and public safety, and democracy. This is no exaggeration," Johnson said. "It’s important that our regulatory protections advance in step with the misuse of advancing technology."

The first bill, SB 2637, requires social media platforms to clearly label bot accounts. These automated programs are designed to mimic human behavior and labeling them aims to reduce the spread of misinformation. The bill also mandates warnings that bot accounts may spread false information. Platforms would face civil penalties of up to $7,500 for each violation.

The second bill, SB 2638, prohibits bots from being used to mislead Texans into making commercial transactions. It also requires clear disclosure when bots are involved in business activities. The bill classifies deceptive bot use as a fraudulent trade practice and bans their role in election interference.

The bills are an effort to tackle the harmful impacts of bots on online spaces. Senator Nathan Johnson’s proposals seek to increase transparency and accountability in the use of automated accounts, ensuring that platforms take responsibility for the content they host and warning users of potential deception.

As the bills move through the Texas legislature, they are expected to coincide with other conversations about the regulation of technology in the digital age and the need for stronger safeguards against online manipulation.
