Representatives August Pfluger (R-TX) and Seth Magaziner (D-RI) are working to strengthen oversight and improve intelligence sharing within the Department of Homeland Security’s (DHS) Office of Intelligence and Analysis (I&A), emphasizing the need to keep Americans safe.
Yesterday, a Counterterrorism and Intelligence subcommittee considered seven pieces of legislation to achieve this effort. According to a 2025 report by the Government Accountability Office, I&A has failed to complete policy requirements due to a "lack of leadership focus.”
The I&A is responsible for improving intelligence sharing between the federal government and state, local, tribal, territorial and private sector partners. It is the only Intelligence Community organization required to both provide intelligence to these partners and gather intelligence for the DHS.
Rep. Pfluger said Congress must refocus the I&A’s mission and improve efficiency, training and oversight so the agency can reclaim its “unique stakeholder-facing role.”
“Concerns around mission overreach, political bias, and other hurdles have hurt this agency's reputation,” Rep. Pfluger said. “Yet everyone here recognizes how important I&A's mission is to securing the homeland.”
With major events like the 2026 FIFA World Cup and Summer Olympics fast approaching, Subcommittee Chairman and Rep. Pfluger stressed the urgency of these reform-focused bills.
“The threats to our homeland are evolving, and it is critical that our intelligence posture keeps pace,” he said.
During the hearing, Rep. Pfluger introduced the I&A Mission Reorientation Act of 2026, which he said would strengthen information sharing and “ensure intelligence flows swiftly to decision-makers on the ground.”
As the Democratic lead on Rep. Pfluger’s bill, Rep. Magaziner voiced similar concerns over the agency’s shortcomings.
“Pfluger's bill will work to address that and ensure that information regarding potential threats flows bidirectionally between DHS and, particularly, the state and local governments who need to act on them,” Rep. Magaziner said.
He also said the Democratic members of the committee remain concerned over the “politicization” of certain DHS agencies under the Trump administration, but they also understand the importance of bipartisan cooperation on this matter.
“We understand the importance of doing what we can to work together across the aisle to make America safer,” Rep. Magaziner said.
