The U.S. House of Representatives has unanimously passed the Mystic Alerts Act, a bipartisan bill led by Rep. August Pfluger (R), advancing efforts to modernize emergency communications nationwide.
The legislation comes in response to the deadly July 4, 2025, flooding across Central and West Texas, which exposed critical gaps in emergency alert systems.
"Disaster doesn't wait, and neither can we," Rep. Pfluger affirmed in a statement. "The Mystic Alert Act steps up where our systems often fall short, ensuring Wireless Emergency Alerts can still be delivered via satellite when traditional networks fail."

The bill integrates satellite technology into the existing Wireless Emergency Alert (WEA) system, allowing alerts to reach individuals even when cell towers or ground infrastructure are compromised.
Lawmakers argue this enhancement is particularly vital for rural and disaster-prone regions where communication failures can delay life-saving information.
The measure drew bipartisan support, with co-sponsors including Lizzie Fletcher (D), Buddy Carter (R-GA), and Marc Veasey (D).
Rep. Carter emphasized the personal toll of the floods, stating, "No child or family should have to endure a tragedy like this again," while highlighting the bill's potential to prevent future loss of life.
Rep. Fletcher pointed to the broader devastation, noting the loss of 135 lives and widespread destruction along the Guadalupe River. She described the legislation as "a small but important" way to address communication failures that worsened the disaster's impact. Veasy echoed that sentiment, emphasizing the importance of ensuring alerts reach Americans even when commercial networks fail.
The Mystic Alerts Act now heads to the Senate, where its bipartisan backing in the House may bolster its chances of passage.
