U.S. Senator John Cornyn (R), joined by Sen. Sheldon Whitehouse (D-RI), has introduced the Promoting Police Leadership Act, a bipartisan effort aimed at improving access to high-quality training for law enforcement leadership nationwide.
The legislation seeks to enhance commander-level training by directing the U.S. Department of Justice (DOJ) and the U.S. Attorney General to develop a standardized training framework in collaboration with state, local, and tribal law enforcement agencies and academic institutions.
The bill would also establish a voluntary certification process to identify programs that meet federal standards for leadership development.
"Law enforcement is a challenging and dynamic profession that requires continuous training and education," said Sen. Cornyn. "Our bill would ensure all levels of law enforcement across all departments and communities are prepared to protect and defend in today's rapidly evolving threat environment."
Sen. Whitehouse emphasized the importance of leadership in modern policing, noting that commanders play a critical role in shaping department policy, community engagement, and officer oversight.
"Our Promoting Police Leadership Act improved these leaders' access to high-quality training to help them succeed in their roles," he said.
Supporters say the bill is designed to address inconsistencies in training across jurisdictions by creating a clear framework for leadership development while maintaining flexibility for local implementation. The voluntary certification component would help departments identify proven programs aligned with national standards.
The Bill reflects a bipartisan push to professionalize and standardize leadership training in law enforcement, aiming to equip agencies better to meet evolving public safety challenges.
